Chapter 251 Preparations for the establishment of a new government, thoughts complete a grand union in electromagnetic space
On September 1984, 9, all the organized armed forces of the 10 major military regions of the former Burmese government army had been eliminated by the All-China Federation of Liberation Army.

Now only some Shan Plateaus remain, and tribal armed forces in the Rakhine Mountains are still resisting.

However, they no longer pose a threat to the Quanjie formation.

If it were not for training, the Air Force, in cooperation with the special operations teams on the ground, could have easily wiped out these tribal armed forces occupying the rugged terrain.

At this time, the Central Plains of Myanmar and several coastal port areas have been firmly controlled by the National Liberation Front, and all major areas are under martial law and curfew.

Ordinary people quickly accepted the military control and curfew imposed by the National Liberation Front.

Because Quanjiezhen supplies rice, flour, vegetables and even canned beef at low prices every day.

In addition, those who actively participate in some social work led by grassroots cadres of the Quanjie Front can get canned beef and vegetables and fruits for free.

If one member of a family works for a job, the food they get can even feed a family of four.

The job opportunities offered by these grassroots cadres of the National Liberation Front were very attractive to the Burmese people at that time.

Because these ordinary people often went hungry during the previous government period.

According to data from the Economic Survey Group, the Myanmar government’s inflation rate in the first half of the year was as high as 30%.

At the same time, the original government’s foreign exchange reserves were exhausted and it could not buy much food from abroad.

Therefore, the supply of rice was very short, and the former government adopted a rice rationing system.

Under this system, ordinary people often cannot buy enough rice to feed their families, while those in power can sell the excess rice on the black market.

The Quanjie Front took into consideration that the previous government had done such a poor job in people’s livelihood, so it tried to give the people some preferential treatment during the martial law period in order to gain their support as soon as possible.

As for the subsequent economic and livelihood arrangements, the Quanjie Front made a lot of preparations before launching the war of unification.

The first step is to use foreign exchange reserves to purchase daily necessities such as rice, flour, cooking oil and a large number of light industrial products from all over the world.

Large orders for rice and clothing were given to China, which led to a 1 percentage point increase in domestic exports in the first half of this year.

At this time, the country began to promote the contract responsibility system on a large scale, and the grain output in rural areas increased greatly compared with previous years.

However, perhaps because people had been accustomed to hard times, their rice consumption did not increase much, so the grain depots in the southern region were almost full.

If it weren’t for the large rice purchase order from Quanjiezhen, the southern region might have had to resort to IOUs to purchase rice this year.

Now a large part of these stockpiled rice has been purchased by the Quanjiezhen Front. This has greatly reduced the difficulty of the Quanjiezhen Front’s work on people’s livelihood, and at the same time has enabled farmers in the southern part of the country to get the money for selling rice on time.

They would also use the money from selling rice to purchase some light industrial products to improve their lives, which indirectly promoted the development of domestic light industry.

In addition, in order to reduce the amount of transportation, Quanjiezhen purchased a large amount of beef and mutton from countries with developed animal husbandry, such as Argentina and Australia, and made them into canned beef and mutton locally, which were then transported to Myanmar via shipping.

After all, when more meat is consumed, the consumption of rice can be greatly reduced. The energy of the same volume of beef and mutton is several times that of rice.

Thanks to the efforts of all political cadres, people’s livelihood work has brought peace to most parts of Myanmar.

At this time, the attention of the top leaders of the Quanjiezhen also shifted from the original military aspects to civil affairs and economic construction.

So on September 9, the All-China Federation of Liberation held an enlarged meeting.

In addition to the five leaders and Wang Jiankun, there were more than 5 senior cadres from the party, government and military.

They are mainly administrative personnel, responsible for education, medical care, infrastructure projects, scientific research, social science research and other aspects.

The meeting agenda is scheduled to last for three days, during which they will discuss the future government structure and the responsibilities of each department.

Because they will lead the whole of Myanmar and even the whole world in the future, from now on, their communication will be conducted in the same way as ordinary people. The brain-computer chip and radio communication are only used as auxiliary. No one can reveal relevant information about the brain-computer chip in front of people who have not implanted the brain-computer chip.

In fact, in the first half of the year, during the preparation stage for the war of unification, the five leaders and Wang Jiankun had privately discussed the future organizational structure several times.

Li Sheng is still the supreme leader, and the other four are responsible for one part each. Wang Jiankun’s uncle Cen Yong is responsible for managing the organization’s several large multinational companies and several major domestic companies.

Other relevant institutions referred to those of Europe, the United States and other countries, and used whichever one was suitable first, and then modified it in the subsequent practice.

Once all relevant agencies have completed discussions, it is time to address pressing economic issues.

In the first half of 1984, data collected from various public channels showed that Myanmar’s inflation rate was extremely high, reaching an astonishing level of over 30%.

In addition, foreign exchange is surprisingly scarce.

After occupying Naypyidaw, the foreign exchange reserves found from some places were only more than 1 million US dollars, which was enough to pay interest for a few months. It was impossible to buy some imported food to ease the food supply pressure.

In addition, the original government’s foreign debt was also very high, at more than 20 billion US dollars.

If we follow the practice of some countries decades ago, we will not recognize the foreign debts borrowed by the previous government.

However, in order to avoid causing more trouble and to get the areas under its rule back to normal development as soon as possible, the National Liberation Front still accepted the debts of the previous government. Therefore, after the National Liberation Front announced this approach, the creditor countries changed their views on the National Liberation Front, at least this approach was much better than that of a certain big country.

The reason why Quanjiezhen had the confidence to make this decision was that Wang Jiankun had previously carried out three major operations in Africa and Eastern Europe, and earned tens of billions of dollars in foreign exchange from the financial crisis that he created.

Currently, half of these foreign exchange reserves have entered several foreign exchange management accounts controlled by the Quanjiezhen through various channels.

A quarter of them have been converted into various orders for purchasing various goods.

For example, the US spent 10 billion US dollars on food, of which more than 5 million US dollars were spent on purchasing rice, pork, etc. from the domestic market.

More than 3 million US dollars were spent on daily necessities, mainly clothing, daily chemical products and other items that Myanmar could not produce at that time.

The remaining hundreds of millions of dollars are miscellaneous items.

There are also more than 20 billion US dollars ready to be used as compensation for foreign debts. It has been taken over by the asset management department and is currently coordinating repayment plans with creditor countries.

However, at this point, the creditor countries are not in a hurry to ask the new government formed by the National Liberation Front to repay the loan. Instead, they hope to continue to develop economic and trade relations. Some countries even want to increase the amount of loans and lend more foreign exchange to the National Liberation Front.

Among them, Japan was the most radical and was even willing to provide a loan of 300 billion yen.

On the one hand, it was found that the guarantee account provided by the Quanjiezhen did have that much US dollars, which meant that the group was not short of money, and that it was also preparing to repay previous government loans, so it was a relatively responsible organization.

On the other hand, it is also related to Japan’s urgent expansion of the market.

At this time, the domestic markets for Japan’s automobile, electronics, white goods, audio-visual products and other industries are gradually becoming saturated, and they are making great efforts to enter the international market to compete with companies from Europe, the United States and other countries.

In order to help domestic companies expand overseas markets, Japan’s Ministry of International Trade and Industry has also introduced relevant policies in a timely manner.

Among them, a large amount of low-interest Japanese yen loans are provided to some developing countries with relatively stable political situations, such as Southeast Asia and South America.

After these loans are given to the relevant countries, most of them will be used to purchase products from Japanese companies.

Doing so will not only expand the market for Japanese companies, but also increase the share of the yen in international trade. Japan can also follow the example of the United States and collect some seigniorage around the world.

Under Wang Jiankun’s explanation, the head of the economic department of Quanjiezhen accepted the olive branch thrown by Japan and accepted this large loan. However, in terms of repayment conditions, he specifically requested that the repayment be made in US dollars instead of being limited to Japanese yen, and that the exchange rate be calculated based on the time of repayment.

Although the Japanese side was a bit strange, the US dollar is their emperor’s money, and it would be unreasonable not to accept it, so they agreed without thinking too much.

This condition was added because Wang Jiankun judged that it would not be long before the value of the Japanese yen would be forced to appreciate rapidly under pressure from the United States.

With this appreciation, Quan Jie Zhen will be able to use a small amount of US dollars to repay the Japanese yen he has borrowed now. The corresponding exchange rate difference may be higher than the interest, which is equivalent to wasting hundreds of billions of yen for several years, or even more.

Regarding the currency issued by the previous government that is still in the hands of the domestic people, the Quanjie Front has asked the people to exchange it for new currency within a limited time.

The amount that each person can exchange is limited to old currency with a value of US$2, and the amount exceeding this cannot be exchanged.

Each economic entity can take its previous tax receipts and exchange them at a certain ratio.

Companies that evade taxes and fail to operate in a formal manner as required by the previous government will suffer heavy losses.

However, the Quanjie formation is not worried about this because they have the guarantee to destroy it and start over again.

In the future, Myanmar’s basic industries such as steel, machinery, electricity, tap water, natural gas, petrochemicals, communications, railways, airports, shipping, etc. will be operated by newly established state-owned companies.

Private enterprises can participate in some terminal services, but the upstream is all controlled by state-owned companies.

This setting is actually for the more distant future.

Although Wang Jiankun inferred, based on his own superpowers, that it is very likely that he will be able to complete energy upgrades in the future and develop controlled nuclear fusion or even more advanced energy utilization methods.

However, we don’t know what the future organizational form should be.

Therefore, he is now vigorously promoting relevant explorations in the entire solution array, one of which is to adopt a state-owned model in the people’s livelihood industry.

The main reason for making this attempt in Myanmar is that Quanjiezhen possesses the most advanced satellite communication system and brain-computer chip assisted system.

This will greatly reduce the internal friction of this type of government organization, and its efficiency will be much higher than the traditional organizational forms in China and the Soviet Union. In terms of competitiveness, it should be able to defeat those multinational companies in capitalist countries.

By September 9, a new government team was formed, and it was unanimously approved to hold a new government inauguration meeting on September 20.

The meeting will invite representatives from all walks of life in Myanmar, leaders of most countries and leaders of some other countries with economic and trade relations.

As for whether to come or not, it depends on the other party’s intention. Although the All-China Federation of Liberation Army wants Myanmar to integrate into the international community as soon as possible, if other countries do not accept it, then relying on the domestic resource market and the resources and markets of ASEAN and a few friendly countries, it can also achieve leapfrog development.

Three days before the conference, Wang Jiankun performed brain-computer chip implantation surgery on five leaders, including his uncle Cen Yong, at the military hospital in Mandalay.

He also had a new human doctor implant a brain-computer chip.

Since then, all official members of the Quanjie Array have completed the implantation of brain-computer chips, and they have completed a great union of thoughts in the electromagnetic space.
